Jiao Yulu, Lankao County’s Party chief from 1962 until he died of illness on duty in 1964, devoted his life to combating sandstorms, soil contamination and floods while improving the lives of locals. In that first year, after sandstorms and floods battered the province, destroying crops and homes, Jiao helped many of the county's residents who had lost their homes to the floods rebuild their homes. He also urged county officials to redouble their efforts in helping uprooted residents. He urged locals to plant paulownia —— a deciduous tree with large, heart-shaped leaves —— to guard against sandstorms and improve soil quality. Jiao is known for his work ethic as a model for officials to emulate. In one oft-told story of Jiao, he refused to stay in the hospital despite suffering from liver cancer and worked as a civil servant until his death at his post in 1964.
Jiao Yulu is known as “good cadre of the Party”, “good public servant of the people” and “good role model of County Party Chief”.
